The key policies that shape the Plan
The strategic policies set out the main rules for how development will happen. They provide the framework for delivering homes, jobs, infrastructure and environmental protection.
One of the central elements of the Plan is the housing strategy, which makes necessary provision for around 91,000 new homes to meet national planning target. This is reinforced by policies that ensure development is supported by much needed infrastructure, such as schools, healthcare facilities and transport improvements.
The Local Plan is supported by an Infrastructure Delivery Plan which sets out what new infrastructure is needed to support new development. These add up to a cost of at least £6 billion, but excludes utility costs (gas, water and electricity) as these are typically funded by the utility provider.
There are also policies focused on economic growth. These support key employment sectors in Buckinghamshire, such as high-performance engineering, film and creative industries, and space technologies, as well as regenerating our key town centres. These policies also provide provision of 59,000sqm of new retail and leisure floorspace, plus protection of these uses.
Environmental policies play an equally important role. They ensure that new development protects important landscapes and improves biodiversity.
Polices support the delivery of sustainable, adaptable homes that enable people to live independently for longer.

Together, these policies ensure that growth is not just about numbers, but about creating well-designed, sustainable places for people, with the right facilities and opportunities.
